SpUD PENDING: Amendment 014 - half acre lots community sewer

Page 27: Section 7 Rural Residential

I would like to propose an amendment to section 7 rural residential.
On page 27 in the "Dimensional Standards- ...
  1. " section add a second line to the box - the first column (Minimum Lot Size) would read "1/2 acre with a community water or sewage system **
  2. ". The rest of the columns would be the same as the first line.   
  3. The ** placed below the single * statement would read "As permitted by the Mat-Su Borough title 17 or current regulations."                                                                                                    
My reasons are;
  1. This was voted on and approved by the SpUD team as part of a compromise in an attempt to create a less controversial set of regulations that would have a better chance of being voted in by the public.
  2. Public sewage systems are far to expensive to build and maintain for anyone but a city so we are really only talking about community wells/water systems.
  3. These wells/systems have stringent requirements and regulations placed on them and overseen by the DEC. These are not cheap systems to install or maintain so most developers do not go this rout anyway.
  4. There are cases however were due to topographic restraints, existing property boundary's, etc.the cost of building a road (a requirement of the Mat-Su Borough) to access five or six one acre lots would not be feasible but might make sense for nine or ten smaller lots.
  5. There are many people who prefer owning a smaller lot because of the smaller price, smaller yard/maintenance chores, lower taxes, etc.
